What king of insect is this and how can I get rid of it?

My Aurelia tree has a dark red bug/fungus that keeps growing on it. The bug/fungus looks like tiny dark red dots that sometimes have a white ring around them. I find it on both the tops and bottoms of the leaves, and on the stems. A gardener came and has been putting insecticide spray on it for a few months, but the bug keeps coming back. Can anyone tell me what kind of insect this is and how I can get rid of it?

Here's an image of the whole plant and some close-ups of the bug.

Meths is methylated spirit. A type of alcohol used for cleaning and fuel. Personally I can't stand the smell and it lingers in the house so I use surgical spirit instead.

    We use gin.....
  • Meths works well for me but I always rinse off the foliage with water.

Isopropyl alcohol maybe? The stuff they sell in chemists for cleaning wounds and sterilising stuff. Again not sure if it’s cheaper than meths but should deffo be cheaper than gin and smells a lot better than either!
  • I think I'll stick with the meths - I've still got half a bottle left :)
