Growing Potatoes

I've been growing spuds on the allotment I've had for two years. That said on my order for next year to the seed company I included some seed potato 14 14 21  fertiliser, I've never used it before my question to the forum when apply before or after I've planted the potatoes , any help would be appreciated ?

I used to put half the recommended amount at the bottom of the planting trench, lightly forking over before placing the seed potatoes in and covering with soil.  The remaining half was then sprinkled along the line a few weeks later immediately before earthing-up.  These days I use well-rotted manure instead as I have clay soil and it helps keep it friable but crops are still just as good.
