Rose pruning

Hello,
I have a rose which has not been pruned properly for years. As a result, the bottom two foot is just ugly looking dead wood but with green shoots coming out of it. I wondered how far you can cut down into the dead looking wood? There do not seem to be any obvious places to cut into either. I would love some advice

    Depends what type of rose it is... is it a climbing rose, a shrub rose or a hybrid tea, for example?  If you are not sure, some photos of it - whole bush to see the growth habit, plus one of leaves, buds and blooms etc., when it was in full summer growth - that would certainly help!
