I think it's overpotted. Any new roots it's making will be at the mercy of the huge amount of soil round them. I'd put that in a much smaller pot- just big enough to contain the rootball, and move it up a size each time it fills the pot. Just use a soil based compost, or garden soil if it's suitable, and keep it off the ground so that it can drain off excess water, and in a bit of shade. That pot is big enough for an acer of 6 or 7 years old at least.
How old is it? I could never quite make out from the posts.

It may have had a shock when you dug it up.
Buds look perfectly OK.
Looks fine for 1 year old.
Next year it should put on more growth.
If 5 years old...then not a clue why it is so slow.
