What is stripping my shrubs

all the shrubs in my garden front and back inc. my honeysuckle are being eaten. The leaves and the bark is being stripped what is doing it?

deer? squirrels? both?

Sounds most likely to be deer or rabbits, but without more info - and a pic - it's difficult to make suggestions.

This the most recent damage found today. It’s definitely not deer, the leave get lots of holes in them or disappear completely.
