Interesting clump of something?

The stems look a little like equisetum hyemale, but the flower doesn’t. Anyone know? I quite like it! Thanks, Ben

Could it be one of the Restios?
There are ashtrays of emulsion,

I saw a lot of them in South Africa. They are real statement plants, although I am not sure of their hardiness up here.
