Will my lavender re-grow from this?
Will my lavender return next year or is this it? I’ve cut it back as it was brown

I think it’s dead ... but if it was brown it was probably dead before you cut it back.

If the stems,(where it has been cut) were green, would it then regrow?
The whole truth is an instrument that can only be played by an expert.
I agree with
, but you could leave it until spring just in case. The soil looks a bit rich and wet for lavender. They live longer on poor, sandy, well-drained soils (but even then they're not particularly long-lived plants).
I'm afraid that is an ex Lavender. If you want to grow this plant and you don't have the suitable ground, growing one in a pot with some nice gritty soil would at least allow you to keep it going for 2 or 3 years. Take cuttings after a couple of years and repeat the process.
