Will my lavender re-grow from this?

Will my lavender return next year or is this it? I’ve cut it back as it was brown

I think it’s dead ... but if it was brown it was probably dead before you cut it back.

  • If the stems,(where it has been cut) were green, would it then regrow?

I agree with @Dovefromabove , but you could leave it until spring just in case.  The soil looks a bit rich and wet for lavender.  They live longer on poor, sandy, well-drained soils (but even then they're not particularly long-lived plants).
  • I'm afraid that is an ex Lavender.  If you want to grow this plant and you don't have the suitable ground, growing one in a pot with some nice gritty soil would at least allow you to keep it going for 2 or 3 years.  Take cuttings after a couple of years and repeat the process.
