Bush with white flecks

i gave a couple of small bushes that are both covered with what looks like white flecks 
what is it and how do I get rid of it? Will the bushes survive?

    It's most likely Euonymus Scale. I would remove all the dead leaves around the base and top dress with a new layer of loam based compost. Because it is grown in a pot, watering consistently is priority. The dome shape shields it getting any water, so you will need to water it very well, especially in warm weather. Stressed plants are more susceptible to scale infestation.
