Can someone ID this shrub please?

From a distance I thought this was a tree heather, but the flowers are definitely not heather-like. It's about a metre tall, growing through weeds in an overgrown garden in a village in County Clare, in the west of Ireland. Soil in the area is mixed - not very acid, probably neutral or alkaline. Little flowers are sweetly scented.
