quite low growing, no flowers yet. Just appeared this spring. Thanks for any help!

It's one of the knapweeds I think, possibly Greater knapweed (Centaurea scabiosa) or it could be a closely related Centaura. Mature plants would have flowered earlier in the year so you will know for sure next year.
