What're these white things on my pepper plants?

Are they aphids or something else? How do I get rid of them?

    Yes, aphids.  You can try blasting them off with a hand sprayer, but take them outside so they don't land on other plants close by.
    A trowel in the hand is worth a thousand lost under a bush.
