Is THIS goldenrod??

as title! Looks like it’s about to flower? It’s in a friends garden but neither of us know what it is! Or maybe an aster? It’s about 3 feet tall

    I’ve got some Leucanthemum in a pot but I think that’s already flowered? And it doesn’t look like this in the picture but suppose there’s different types? Should it have a white daisy like flower?
