It's a kind of abnormal growth in the plant tissue Tony. I think there are various reasons for it, like parasites or viruses.
I don't know what would cause it on a magnolia l'm afraid, but l'm sure someone will.

I don't think they are Galls, I agree with Punkdoc, they look like early stage seed-pods.
