What wrong with my rose?

I moved and replanted my Atlantic Star Rose (Floribunda) earlier this year with several other roses in the same bed. The other roses have flowers and grown well this summer but the Atlantic Star is having problems. The buds don't seem to be forming properly (see photos as it is hard to explain) and there is not many leaves on the plant. It has produced two normal flowers but is still having problems. Can anyone help?

    It looks like hormone weedkiller damage. Have you used grass cuttings in the compost after treating the lawn?

    Another possibility is Rose Mosaic Virus - have a look here to see if anything looks familiar - it's hard to tell from your photos:

    The other likely cause could be Thrips. You are unlikely to see them, so maybe cut off a bud and shake it over a piece of paper to see. In severe cases, leaves are often all damaged and stripped.
