White spots on plants

Ive noticed a lot of white spots in leaves of various herbs. Oregano, marjoram and mint. Can not work out what’s causing it. I did notice a few tiny black flies in the compost and soil. Any help identifying this would be really appreciated.

Have exactly the same issue. Only on the herbs in the garden, but on all of them - mint, oregano, thyme, sage, rocket. Not been able to use anything all year. Desperate to find out what this is.

Could be leaf-hoppers, thrips, or spidermite.  The former two are the most likely on things planted outside.  My money on these:
