Plant identification

Hi all!
I’ve recently moved house and while doing up the garden I’ve come across this strange plant. I’m really curious what it is since I’ve never seen anything like it. Inside those buds/balls are light yellow/white seeds. I’ve avoided touching them with bare hands just in case they are toxic or anything and I’ve left them alone for now until I have an idea of what they are.  
Many ideas would be much appreciated. I have pets and a toddler who love to play and I’d hate for them to get sick.

    If you can catch those seed heads just as they pop open you can sow them for new plants next year.
