Deadheading verbascum

I think these are Verbascum. The dying blooms need deadheading but when there is a bud and a long style ( long thin tube) does that mean it has already flowered or that it is about to flower ? I don’t want to dead head potential flowers ! Thanks.

They look like penstemon to me. Those you describe have already flowered. Prune off when the flowers have finished
