    Looks a lot like ragwort to me. 

    Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.

    I would agree. It is a weed. Leave it and it will grow perhaps 3 feet high with yellow flowers which will seed all over the place. Use gloves to handle it as it can cause irritation.  It is poisonous to animals even if dead and dried up.
