ID-White things on bay/laurel?

Hi, does anyone know what these white things on my laurel plants are?
And if they’re harmful to it as I do my best to leave the bugs to eat the bugs...

I use cotton pads soaked in gin (I don't like gin, so might as well use it for something). Need to do it a few times bit it works.

We've got a bottle of tequila in the back of the cupboard. I knew I'd find a use for it!
