Both depending on whether you like it or not Officially it is Leycesteria formosa. Or Pheasant berry, if we are common, Or Himalayan honeysuckle....no idea why it is called that too.
It makes a nice shrub, and later has dark berries which do tend to seed around. This is okay if you garden and weed fairly regularly. We have it and it is not a problem. The seedlings are easily pulled out.
I think it is lovely the creamy and maroon red flowers are nice.
I think its a beautiful plant in the right place. You don't need to find the right place. It self seeds and you can decide where it can stay. The rest, you can pull out easily.

Its can't be any more trouble than the sycamore seeds we have to pull out every year from tree's on council land.
But it looks good.
