Plant disease

does anyone know what this is and how I can treat it?

    It looks like some kind of rust.
    What plant is it on?

    If it is covered in rust (if that is what it is) and is a plant that will grow back well and fast I would be inclined to cut a lot off and use a fungicide.

    Remove all the old dropped leaves, clear the ground if you can and mulch in the autumn or now if you can or do cut it back. That way any spores that could re infect it will have less of a chance.

    Try and make sure you give it the best growing conditions, I imagine the weather has had a part to play.
    Water low down on the soil after mulching, then there is less chance of any spores spreading.

    I do not like to spray but do use one that is for veggies as  I think it is less persistent than others, when I have to, not sure what other things are available.
    I mostly tend to cut things back and hope for the best.

    It's on a euphorbia, so it will grow again next year. I think I'll cut it down & do what you suggest. Many thanks.

    Belated welcome too.
    Hopefully it will grow some new stems this year with a bit of feed and water.
