Is it ok to grow in same ground twice- only have a small veg plot.

If you had any sign of carrot fly on the last crop then definitely not but otherwise they will be OK.  I always grow some in the same raised bed each year and just mix in a small amount of fish, blood & bone and top-up with a 50/50 mix of sharp sand and (usually already used) MPC.  They don't need much in the way of nutrients but it is the build-up of pests which can be a problem and is one of the main reasons for crop rotation.
A trowel in the hand is worth a thousand lost under a bush.
