Elm tree dropping leaves. Dutch Elm Disease?

The Elm tree juat over my perimeter fence has been dropping its leaves the past few weeks. The leaves havent even matured and dry up and drop off. My neighbour has an elm sapling and it has healthy looking foliage. Could it be Dutch Elm Disease. ?  I live in north ayrshire.
