Laburnum Tree - Height

I am wanting to plant a laburnum tree in my garden, but I can't let is get any bigger than 4m as it will then limit the light reaching my neighbours window.

My question therefore is: Can I keep this tree to this height (or under) by pruning?

Any advice would be appreciated.

Yes. Laburnum will respond to training, they are often used as arches, in the classic laburnum walk, such as that at Barnsley house.
