City balcony winter foliage and flowers - suggestions?

I'm looking for plants that will retain foliage over winter - cover my balcony, and flower over the winter. 

I found this - any other suggestions? 

Clematis urophylla Winter Beauty


Balcony: East facing, with direct morning sun until lunchtime. Very windy - 8th floor - but many options for securing vine climbers (metal grated balcony).

    The 'Winter Beauty' Clematis is not reliably hardy. If you factor in the winds, it may suffer. Most evergreen climbers are not that hardy. You could try a shrub to train. Coronilla Valentina Subsp. Glauca 'Citrina' or 'Lauren Stevenson' are shrubs that flowers in the winter to spring months. Although they do better for flowering in a southerly aspect, they can also do well in north and east aspects.
