Are weeds killing off our border bush?

Hi guys, we have a plant border with next door, about 20ft tall big bushes as you can see in the pics.
The problem we have is that one of them has receded, it’s very noticeable, might not see that well from the photos but it’s back about 3 foot from the rest of the line. It looks like there are brambles growing underneath.
Could these brambles be starving the bushes or are they killing it off?
