Any idea what this white stuff is on the leafs and stems as my hydrangea

Mealey bugs. Wipe them off while you only have a few. If they are on the stems scrape gently with a butter knife. Soapey water can help too.
Marne la vallée, basically just outside Paris 🇫🇷, but definitely Scottish at heart.

Agree with Dovefromabove, I just spry all my Hydrangea's with soapy water.
