Can anyone tell me what this is please?

Hello, I've recently noticed a lot of yellow leaves on my Elaeagnus Ebbingei. When I looked underneath the leaves most of them have a white string like something hanging off of them. Can anyone please tell me what this is and how I can get rid of it? Thank you.

After doing some further research, I believe my plants are suffering from Elaeagnus Suckers. In case someone else would find it helpful, here's the advice I've found from the RHS on how to treat the problem.
