..that isn't the Fargesia rufa that I know, but if we assume it's correct, then you could remove some of those weeping canes leaving the more upright ones.. I prefer to see the exposed canes personally.. ..there are a number of forms of Fargesia,.. I do wonder if some are confused in commerce and what we see in photos is not always the correct plant... e.g. 'Jumbo' looks much like that …
Here's F Rufa in my garden.. although I no longer have it, but this shows its upright form.. ...and in a pot on the right...
...they also grow it as a tall hedge at Alnwick garden in Northumberland... with the canes exposed so there is no weeping habit... very upright... I think mine grew naturally that way, but I might have removed a few lower weeping culms ….
