Help to identify pest/disease on old Bramley Apple trees

Hello, I am hoping someone can help to identify the pest/disease that is affecting our old Bramley trees this year.
The trees did not blossom at all well and now have numerous patches of brown/skeletal leaves shrouded in webs full of small black/brown dots. Photo attached.
Googling common apple tree problems didn't seem to hit a match. Any help greatly appreciated.

Possibly the apple ermine moth.
(Maybe not though.)
The black dots are the frass (poo) left behind by the feeding caterpillars.
If the caterpillars are not around, they will have gone off somewhere quiet to pupate.
