Help with ID of bush

Can anyone help me identify this bush in the garden, please?  It had large clumps of small white flowers earlier in the year which have finished now (although a couple hanging on). The leaves are waxy and evergreen but very sparse.  I think it is quite common and have seen it around in other gardens but not sure what it is. It also doesn't look particularly happy. Any help with identification much appreciated.

    I think it's a Photinia shrub.
