Viburnum Opulus Roseum not growing

I turn again to you all for advice.
I bought 3 viburnums opulus roseum. 2 are thriving at the back of the house (North) but the one that is at the front in full sun is not doing so well and I feel hasn’t grown at all since planting.
What should I do?
