Is this rose plant dead?

My rose has been cut down to ground level and I believe it is dead but I am unsure. Is there anything I can do?

    Can't see any sign of green anywhere, l would say definitely deceased.

    Lock the tool cupboard then in case he picks on a live specimen next time but that one definitely looks like an ex rose.

    You'll need to dig out the roots just in case there's any life left and you get a rambler growing from the rootstock.   Then you can consider it a planting opportunity.   If you plant another rose in the same spot you need to dig out a large hole and put in fresh soil to avoid rose die-back disease as the old rose will have scoffed all the best nutrients.
