The attached seedlings were sown in the spring, can I put them out this year or need to wait until next year?

If mine I would plant them out now ; they look healthy enough to grow well and develop a good root system .

If the roots fill the pot plant them out before they get too pot bound. Thalictrum delavayi always look very delicate, part of their charm.

I think they always look better in groups of three or four ; a good plant for a 'cottage-garden' .
