Fly ID please

I've just seen a luminous yellow fly with black wings
I took a couple of pics but they're rubbish and don't really add anything to the description.
It was in the axil of a rose leaf and didn't move when i got close.
From the way it was bending its body, i assume it was laying eggs.
Can't see it on Google. Can anyone identify it?
In London. Keen but lazy.

    Probable a rose saw fly @B3 did it look like this?
