Pleached hornbeam not performing

I have 13 pleached hornbeam that I planted late summer 2017. 2 of the trees have underperformed but it is really noticeable this year; the leaves are very small and there is not good leaf coverage. Any suggestions as to what is causing this and how it can be rectified?
