    The lastest one to hit the headlines was a developer who felled a giant redwood along with dozens of other protected trees and then claimed it was done 'by mistake'.  Fines can be massive, and based on the increase in value of the development due to removal of trees. 
    Again there was a case recently, where a home owner was fined many thousands of pounds - the equivalent of the increase in value of the property.  If that became the baseline for fines it might concentrate a few minds.
