Rose leaves are white?

I have a rose bush that's been in our family for 50 years. All the other roses in the garden are doing great but on this particular bush the leaves go a weird white colour? Anyone know anything I can do?

    Still hard to tell ... will it wipe off? Is it granular or powdery?

    Covered in powdery mildew... clear the weeds from the base of the plant... give at least 2 full containers of water to the base of the rose... mulch with garden compost...
    Keep well watered.. this helps to keep the mildew at bay.. but this is due to poor cultural conditions going on there combined with lack of moisture at the roots...

    It is powdery @Dovefromabove and thank you @Marlorena it sounds as you say. I will give it a lot of love to bring it back to its former glory.
