Little lime- not blooming/new foliage

This is my little lime hydrangea. This year it has grown tons of new foliage but has not flowered. In addition to this, there are spots on leaves and underneath the leaves look bad. I did fertilize this year and was thinking I maybe over fertilized? There has also been some bugs but haven’t been able to narrow it down to just one kind. Does anyone have any suggestions or clarification of what is going on with my plant?

    Can't comment on the bugs without seeing them , but regarding flowering it is too early in the year .
    Normally flowers should be visible anytime from July onwards .
    Just keep constantly moist (preferably rainwater) and use a low-nitrogen fertiliser .
