Stunted agapanthus

Last year my pot of Agapanthus was damaged by frost. All summer the leaves were only about 3 inches tall. They did look fresh and green though. I left them and they seem to have overwintered ok however it looks like they are going to be 3” and no flowers again. 
Please can someone advise me what I should do? Thanks in anticipation. Lynn
