I am attaching two different photos that I would like to know what kind of plants they are called if possible.

In both pictures, they are Peonies. In the second photo, there is a Caper Spurge, Euphorbia Lathyris growing behind it.

is the caper spurge considered some kind of weed? or is it a plant in its own right?

I consider it a weed, and will advise you wear gloves if you are digging it out. There is a milky sap if you break the stalks. Can cause irritation on the skin.
