Gall mite - fuschia

Is this the start of gall mite?

    It's hard to say at this stage. I assume you have checked the back of leaves to see if there are any aphids. They too can make similar looking damage. The early stages can look like that, so I would not take a chance. It's best to cut off all the twisted growth down to areas unaffected. Clean the blades well and make sure nothing is composted.

    I can't seem to grow them without getting mites. Waited two years to try again, but it's not looking good. Can't see anything but will cut them off
