I can't remember if it smelled or not unfortunately. I thought of rosemary as well but it seemed slightly different - the leaves were pointier, softer and less uniform, and the stems were less woody. Perhaps there's some variety I'm not familiar with?
There are quite a few different varieties ... some are paler in colour ... and new growth is soft rather than woody. With no information other than the picture my guess is rosemary too.
