Moving perennial

I have 3 identical perennials which are  some type of salvia. 2 are growing fantastic but one has barely got going yet. I noticed the ground is hard 12 inches all round which look like roots. I think it needs digging up and replanting. Is it too late  ?

    Do you mean the shrubby type of salvia or the ones such as nemerosa Marc?
    The shrubby ones don't always take kindly to moving whereas the others are okay (for me). If it's not happy, l'd bite the bullet and shift it.

    I've shifted it. When I dug it up there is brick or something I can't move so roots were near the surface
