Lawn troubles

I’ve recently moved into a house where the lawn clearly hasn’t been weeded in some years. There are masses of huge dandelions and other weeds. I’ve dug these out with a weed picker but the soil underneath  is spongy and hollow. Not in a good condition at all. The grass has hardly any root structure. What can I do to improve this soil?
