I understand its called Angel Eyes from the east coast of America. When I google I get Pelargonium Angel Eyes but they all seem to be pink. I can't find a name for this blue one.
Are you sure it's a pelargonium? Doesn't look at all like one. Where did you find it? In a garden? in the wild? Can you take a better photo? How tall does it grow? etc. More details needed.

Found a plant on www Veronica common name Angel Eyes...
but it is not a Veronica...nor a Pelargonium.
