Passionless Flower

I have a 'Constance Elliot which was cut right back and is now growing 6 inches a day, fantastic - but a Caerulea I bought on 23rd April hasn't grown an inch despite being re-potted that day.  Why are there no signs of growth?

I’ve had one for years in the garden, just the tiniest bit of bud showing so far, it’s always late but it will still have flowers on it at Christmas, don’t give up hope yet.

Lyn:  But is one rampant and the other barely alive, perhaps sharing a huge pot with a Trachelospermum jasminoides was a bad idea? (that's not growing much either). Notice the 2 dead buds on the bottom, right, they didn't even flower.
