It looks very similar to Senecio (=Kleinia) articulatus, I don't know if it is that species or a closely related species.

Can it be kept inside, next to a southern window? Or does it need direct sun?

It must be kept indoors most of the time but it can go outside during the Summer. The temperature must be above 10°C A sunny windowsill would be fine. Water when dry but less in the Winter.
