Is this Sawfly?

Hi there, my new climbing roses are being attacked. I can't see any flies or larvae of caterpillars and have checked for several weeks. Leaves are dropping and even small branches are dropping off. See attached photos . Thanks so much!!

Not  sawfly, you can’t miss those.  Cutter bees maybe, or vine weevil.
