lavender bush

This lavender bush needs sorting out, it looks ok but its also very dead/woody behind. what should i do with it?

This part of the garden bed is being revamped, so new soil and manure will be added - turned over and new plants are going to be put in here. Could i move this to the back against the fence?

    Yes you could but I would cut my losses and buy a new one. Lavenders do go woody after a few years and need replaced. They don't normally sprout from old wood so cutting back is not an option.
